　　(paragragh 1) Every day 25 million U. S. children ride school buses. The safety record for these buses is much better than for passenger cars; but nevertheless, about 10 children are killed each year riding on large school buses, and nearly four times that number are killed outside buses in the loading zones. By and large, however, the nation's school children are transported to and from school safely.
　　(paragragh 2) Even though the number of school bus casualties(死亡人數) is not large, the safety of children is always of intense(高度的) public concern. While everyone wants to see children transported safely, people are divided about what needs to be done—particularly whether seat belts should be mandatory (強制性的).
　　(paragragh 3) Supporters of seat belts on school buses argue that seat belts are necessary not only to reduce death and injury, but also to teach children lessons about the importance of using them in any moving vehicle. On the other hand, they point out that seat belts help keep children in their seats, away from the bus driver.
　　(paragragh 4) Opponents of seat belt installation(安裝) suggest that children are already well protected by the school buses that follow the National Highway Traffic Safety Administration's (NHTSA) safety requirement set in 1977. They also believe that many children won't wear seat belts anyway, and that they may damage(損害) the belts or use them to hurt other children.
　　(paragragh 5) A new Research Council report on school bus safety suggests that there are some other safety devices and procedures that may be more effective（有效的） and less expensive. For example, a research suggested that raising seat backs four inches may have the same safety effectiveness as seat belts.

　　6.第X大題共5分，每空1分。
　　7.第XI大題（書面表達）評分標準
　　1）本大題共10分。
　　2）卷面書寫潦草不工整，可酌情從總分中扣1分。
　　3）拼寫錯誤每兩個扣0.5分，同樣錯誤不重復計算。
　　4）書面表達可分為4個等級：
　　（1）9-10分 短文內容符合每幅圖畫情景，語句通順，情節連貫，書寫工整，無語法錯誤，字數符合要求。
　　（2）7-8分 短文內容基本符合每幅圖畫情景，語句通順，情節較連貫，書寫工整，語法錯誤較少（1-2處），字數基本符合要求。
　　（3）5-6分 短文內容符合每幅圖畫情景，語句尚通順，情節較連貫，書寫較工整，3-4處語法錯誤，字數在60詞左右。
　　（4）5分以下。短文內容不能緊扣圖畫情景，語句不夠通順，語法錯誤較多，書寫一般，字數在50詞以下。
　　遵循如下原則：8分以上的作文從嚴，5分以下的作文從寬，5-8分要反復考慮
　　10分文：零錯誤，
　　9分文：1-2處錯誤，小錯2-3處，
　　8分文：2-3處錯誤，小錯3-4處
